I guess Pops doesn't remember the book that well since he didn't try cut Lupin's head off before staking him... or that Dracula was killed with a knife through the heart.
Zenigata isn't incompetent. He only looks incompetent because he's been pursuing one of the smartest fictional characters of all time for decades. And to his credit, Zenigata has come close many times, with Lupin just giving him the slip just as Zenigata has him dead to rights. Outside of chasing Lupin, Zenigata is a highly-dedicated and skilled police officer, and when a bigger threat is on the horizon, he'll aid Lupin without fuss. There's no personal beef between the two . Lupin enjoys his work and Zenigata is just so dedicated to justice that he can't let a thief like Lupin roam free if he can help it. And there is a mutual respect between the two. Mind you, not all Lupin media understands this, but the best pieces of Lupin media often do.
