Going over this movie again I found two reasons Kim didn't realize the outfit meant Shego was the Supreme One. 1: Drakken had Kim put on that outfit Shego wear when he used mind control on her. 2: The episode that introduces Team Go and Shego's backstory came out after the movie.
Fun Fact: Raven Symone made an appearance at WrestleMania XXIV.
